Dead bushes cannot be placed on grass block

Summary
In Java Edition 21w16a, Dead Bushes can now be placed on Grass Block. In Bedrock Edition, however, you can't.

Step to Reproduce
1. Place down a layer of grass block.
2. Try to place a dead bush
---> Doesn't get placed on the grass block.
