Sticky piston will not retract blocks when placed on bedrock

To reproduce:

1. Open a superflat world.
2. Dig down to bedrock.
3. Place a sticky piston facing up
4. Power it so that it pushes the block and then unpower it

Result is that the block will stay floating and will not retract. When placing the exact same setup a layer up on dirt it will work as intented
