Underwater Light Level not Visible

When underwater in Minecraft Bedrock, the block light level isn’t visible to the player, as though night vision has been applied. This is most clear when viewing an under water area through glass versus being submerged (view images). It is also clear when swimming through under water caves with no light sources present at all, but full visibility.
