Beacons will not work

I tried making a beacon and it will not activate.

What I expected to happen

I thought after building it it would activate

What actually happened 

It didn't work

Steps to Reproduce:
1. I built a diamond pyramid with a base of 9x9 
2. I placed beacon on top
3. my version says 1.16.220
