I cannot spawn whitches in any biomes or caves!

When I loaded up Minecraft I wanted to use the which spawn egg. When I tapped on the ground nothing happened! This was in a plains biome. I checked in other biomes but still nothing. I even tried a different new world still nothing! I was on 0.14.0 beta 1 world's only!
