Worlds not syncing between platforms

I have tried to play worlds I created on both Console and Android but for some reason only realms will sync. This is an ongoing issue since two patches before the current patch. I create a world on console and want to play on android while I'm out but the none of my console worlds show up. This works the same for android worlds to console they don't show up. I made sure that the worlds are saved to external instead of device.
