Mining in survival, unable to collect ore/blocks

Hi,

 

We have an older world that is frequently played in.  I made a copy of the world, and made it survival.  All of it looks as it should, but when you mine ore, it breaks as if you are in creative.  The block does not fall so you can collect it.
