Breaking blocks/items particles aren't consistently shown

The Bug
When you're breaking a block or item or anything you can break, they don't always show the breaking particles in the latest beta. Sometimes, they don't show it at all.

Step to Reproduce
Break some blocks
---> Some breaking particles don't show playing.
