Mending won't distribute XP properly

Mending was apparently fixed in a recent update but it seems broken again, but worse this time. Even taking off armor will not guarantee XP will restore the damaged item in your hand.

To reproduce: simply try repairing a tool with Mending and watch your XP bar go up even when your tool is broken.
