Wither boss rapid firing skulls without cooldown

I spawned the wither and it looked at me then fired a stream of wither skulls never ending, it literally tunneled to the surface in seconds because I respawned and I saw its tag and it comes still shooting a solid line of skulls without stopping, I reloaded the world and spawned another wither but it behaved normaly.
