Icebergs generating inside new caves

These ice columns appeared in the cave, they end a little higher. Also an iceberg is generated on the surface.

Steps to Reproduce:

1. Create a new world with the seed 986794527
2. /tp -355 -26 596

Observed Results:
Icebergs can generate inside caves.

Expected Results:
Icebergs should not generate inside caves.
