Scrolling Mouse Wheel while placing blocks doesnt work.

When spinning the mouse wheel with a hot bar full of building blocks to randomise what block is placed. It will not place blocks while the mouse wheel is spinning they just disappear. Easier to replicate with a mouse that has a free spinning wheel.
