Are u on peaceful? because player fired arrows don't hurt players on peaceful. Might be a glitch.

Arrows bounce off on peaceful, but they do damage on non-peaceful.
They are supposed to on peaceful.
Maybe your playing in peaceful.if your curious why its because skeleton shoots arrow at players
