Scroll wheel for hotbar is too fast in fullscreen mode

When I have the game in fullscreen mode, when I attempt to change item slots with the scroll wheel in the hotbar, it accelerates extremely quickly through all the item slots. I have seen other reports on this but I am curious as to why this has not yet been resolved in version 1.16.220?
