Bells redirect redstone but aren't powered by it

Bells redirect lines of redstone towards themselves but are not powered unless the redstone line is going towards them.

 

Expected outcome: either bells should not redirect redstone OR bells should be activated and powered by redstone lines that are redirected towards them (the latter is preferred)

 

Actual outcome: a parallel redstone line is redirected towards a bell visually, but does not power or activate it.
