No access to Marketplace (error number -3)

From last month my Marketplace and account does not work. This problem has been reported twice. I received answer that it had been resolved. It seems like nothing has been fixed and I've got the same problem all the time. I can't fully enjoy game which I paid for. It always shows me an error.

It's ridiculous that I'm told that problem is resolved but it's not true. I expect you to look closer to this issue. If you can't work on that, I expect to have refund for Minecraft game and Realms Plus.

Please find attach screenshot which is the proof that problem still exist.
