Police missions issue

The police missions on the minevile city map I can't complete anymore cause one of the missions is capturing convict Manny but when I go to location of mission officer patty is below ground and unreachable which is very annoying and disappointing anyway I have attached a screenshot that will hopefully show you what I mean
