Fishing Issue - Lower drop rate on Enchanted Books using LOTS III than LOTS II.

I have been fishing for several hours and have only fished up two enchanted books. I have gotten everything else from the treasure loot table except Enchanted Books. I have gotten name tags, bows, enchanted fishing poles, etc.

 Fishing pole is enchanted with Lure 3, Luck of the Sea 3, Mending and Unbreaking 3 

(two day irl span fishing off and on - avg one book per day)

 

EDIT: I have done an experiment. 

I did not have this issue before upgrading to Luck of the Sea III to my rod. I had another rod with Luck of the Sea II, Lure III and Mending. I decided to see what my results would be in comparison.

Results - Luck of the Sea II provided 4 books in about an hour where as my Luck of the Sea III rod that was just upgraded only provided way less.
