Constant "extinguish" noise when a mob stands in powder snow placed on top of a fire/lava

When you put powdered snow on top of a fire/lava and put any one more block tall mob in the snow it will constantly make the extinguish noise.

Steps to Reproduce:

1. Dig a 2 block deep hole
2. Place a fire/lava in the hole
3. Place powder snow on top of the fire/lava
4. Set the "Mob Griefing" game rule to false
5. Spawn a mob inside the powder snow

Observed Results:
The extinguish sound plays constantly.

Expected Results:
The extinguish sound should not play at all.
