Transparent leaves overlap with Opaque leaves

If a transparent leave is turned off in front of the transparent leaves, leave the chunks and find the leaves aren't transparent with transparent leaves together, Players can X-ray with opaque leaves with transparent leaves, this can be easily reproduced with jungle leaves by MCPE-16505

The leaves only update far away

 Steps to Reproduce:
1. turn off fancy leaves
2. find any trees that aren't transparent
3 turn back on, and find the other trees that are still opaque
