Unable to pickblock small dripleaf

Small Dripleaf cannot be pick blocked. This isn't in parity with Java, and it's inconsistent with other blocks.

Step to Reproduce
1. Place a small dripleaf underwater or on clay blocks.
2. Try to pick block it.
---> You can't.
