Structure_blocks Y coordinates not working correctly under Y0

Using structure_block under Y=0 (so Y-1 through Y-64) the structure_block would not accept a Y value less than the Y =coordinate it was placed on + the required amount to equal Zero (so if working on Y= - 63 the structure_block would change the user(my) input value from 0 to 63
