Stray, Polar Bears and Snow Golem aren't immune to freezing

Strays, Polar Bears, and Snow Golem, which is considered a cold mob, aren't immune to freezing inside powder snow. This is not in parity with Java.

Step to Reproduce
1. Put down a lot of powder snow
2. Spawn strays/polar bears/snow golems on it.
---> They take freezing damage.
