Leather Horse Armor doesn't protect horses from freezing damage

When you put on Leather Horse Armor on a horse and ride it inside the powder snow, it doesn't prevent freezing on them. This is not in parity with Java.

Step to Reproduce
1. Get a horse
2. Craft a leather horse armor
3. Wear them saddle and the armor you crafted
4. Ride them into the powder snow.
---> The horse gets freezing damage.
