Goats run too fast to you when you are holding wheat

When you holding a wheat to get the goats, they run way faster to get to you. This isn't in parity with Java, and clearly inconsistent with other mobs that have slower speed when following your wheat.

Step to Reproduce
1. Get a wheat.
2. Get the goats to be close to you.
3. Repeat and compare with other mobs such as cows or sheeps.
---> They run to you too fast.
