Hand animation does not play when milking a goat

This bug report is a parity issue with Java.

Summary:

When milking a goat in the Java version, an animation of a hand is played. In the Bedrock version, the hand is motionless when milking the goat.

Steps to reproduce:

1. Summon the goats.
2. Milk them.

Observed results:

The hand will not have any animation.

Expected results:

The animation of the hand plays (as when breaking blocks).
