Can't smelt basalt and get smooth basalt

This bug report is a parity issue with Java.

Summary:

Snapshot 21w08a added the ability to melt basalt into smooth basalt.

No smooth basalt can be obtained in the bedrock.

Steps to reproduce:

1. Place furnace.
2. Put basalt and fuel in it.

Observed results:

Nothing will happen.

Expected results:

Smelting starts and you get smooth basalt from basalt.

Notes:

You can get Smooth Basalt in java version only with melting.
