Glow lichen doesn't break faster with shears

This bug report is a parity issue with Java.

Summary:

In the Java version, when breaking a glow lichen with shears, breaking occurs in a second (like grass with a hand, for example). But in the bedrock version, breaking the glow lichen with shears happens like hand.

Steps to reproduce:

1. Place glow lichen (place two pieces).
2. Take shears.
3. Switch to survival game mode.
4. Break one glow lichen with your hand and the other with shears.

Observed results:

Glow lichen does not break faster with shears.

Expected results:

Glow lichen will break with shears in a second (like grass).
