Roots cannot be placed underneath some blocks

This bug report is a parity issue with Java.

Summary:
Roots cannot be placed underneath shulker boxes, spawners, stonecutters and daylight sensors.

Steps to reproduce:

1. Place the blocks listed above.
2. Attempt to place roots underneath them.

Observed results:
Roots cannot be placed underneath those blocks.

Expected results:
Roots should be able to be placed underneath those blocks.
