Glow lichen and sculk vein doesn't need to be placed on some blocks

This bug report is a parity issue with Java.

Summary:
Glow lichen and sculk vein doesn't need to be placed on some blocks. It is also illogical. This does not correspond to the Java version.

Blocks:

• Farmland ¹
• Grass Path ¹
• Honey Block

1 - only needs to be placed on the bottom side

Steps to reproduce:

1. Place the indicated blocks.
2. Try putting glow lichen and sculk vein on them.

Observed results:
Blocks will be placed.

Expected results:
Blocks are not placed.
