Magma block whirlpool absent

When trying to make a whirlpool-based elevator the magma block just refuses to make bubbles. i've been trying to make it work for a while now, but to no avail. The soul sand works fine next to it, and if i place the same magma block elsewhere in the ocean it also works perfectly, but not on the spot here i want it.
