Block clutching powder snow bucket sometimes place it a block too high

When you try to clutch with a powder snow bucket, sometimes it places the powder snow block one block higher, instead of on the ground.

Step to Reproduce
1. Get a powder snow
2. Do /tp ~ ~20 ~, or find a high place
3. Use the powder snow to save yourself from fall damage
4. Do it repeatedly to repro the bug.
---> The powder snow got placed a block higher than it is intended to.
