No resouce packs loading

None of the resource packs I tried were loading properly, some not at all. The menu screen background updated accordingly and on some which have moving leaves this worked aswell, but nothing else.

After a re-installation of the game, not even the menu screen background updated. This problem has been going on for at least 3 months now, but nothing seems to fit the issue.
