/gametest runall

the command /gametest runall is able to be ran by unopped players. this can bybass any type of protection and causes alot of blocks to be replaced relative to where the player that ran the command is standing. if ran inside a built up spawn area the damage would tremendous. after checking the command list on miecraft gamepedia it shows that the command should only be able to be ran by an operator. this is not the case. please fix asap before more players learn of this and use for evil.
