Some blocks replace roots

This bug report is a parity issue with Java.

Summary:

In the bedrock version, some blocks are placed on the already placed roots, and the roots disappear. In the Java version, you cannot replace the roots with other blocks.

Affected blocks:

• Banner
• Mob Head
• Sign
• Powder Snow

Steps to reproduce:

1. Place the roots.
2. Place the indicated blocks in the block where the roots are.

Observed results:

The block will be placed and the roots will disappear.

Expected results:

Blocks will not be placed.
