Azalea and flowering azalea break from water and lava

This bug report is a parity issue with Java.

Summary:

In the Java version, lava and water do not break the azaleas like carpets, but in the bedrock version, the azaleas are carried away by water and lava.

Steps to reproduce:

1. Place a water / lava source.
2. Place azaleas on their paths.

Observed results:

Azaleas break.

Expected results:

Azaleas will block the path of water / lava.
