Black cats spawning as village cats

Steps to Reproduce:
1. Be at a village
2. Be night
3. Have rain/thunderstorm
Observed Results:
Black (witch, Halloween) cats spawn as village cat when they shouldn't. It's hard to reproduce but they will spawn try killing/taming the cats so new ones spawn.
Expected Results:
They shouldn't spawn at villages at all

So I was on my realm in my village when I saw two black cats. I tamed them and their collars turned red! It was night and raining. I've got it to work again once in creative mode. My village is also in a plains biome.
