Crops cannot be planted

In version 1.16.220.52, crops cannot be planted on farmland by either players or villagers. This occurs even if 'Caves and Cliffs' is not toggled on.

To reproduce:
1. Open a world in version 1.16.220.52
2. Till or place farmland blocks
3. Attempt to plant crops on the farmland blocks.
4. Place a bed and a composter, then spawn a villager.
5. When the villager converts to a farmer, throw seeds and crops for the farmer to pick up.

Expected results:
Players and villagers can plant crops on farmland.

Observed result:
Players and villagers fail to plant crops.
