Item frame cannot be placed on Moss Block

Summary:-

I tried placing item frame on a Moss Block and turns on it cannot be placed for some reason.

 

How To Reproduce:-

1:- Place a Moss Block.

2:- Grab a item frame.

3:- Now place a item frame on the moss frame

 

Observed Results:-

The item frame cannot be place on the moss block.

 

Expected Results:-

The moss block should not do that.
