Shulkers cannot teleport away below y=0

When you spawn some shulkers and attack them below y=0, they don't teleport away. Instead, they just stay there.

Step to Reproduce
1. Go below y=0.
2. Spawn some shulkers (make sure it is far down from y=0)
3. Attack them
They don't teleport away.
