Copper blocks and lightning rod don't have special particles when using a Resource Pack

Steps to Reproduce:

1. Enable a resource pack;
2. Wax/clean a copper block;
3. Watch the lightning rod during a thunderstorm.

Observed Results:
The special particles don't show up, even though the pack doesn't have anything that should affect them.

Expected Results:
The special particles always show up, unless specified otherwise.
