Small Dripleaf cannot be placed on the ground under water

This bug report is a parity issue with Java.

Summary:

The Small Dripleaf can be installed in the Java version on a block of land underwater, but in the Bedrock version this is not possible.

Blocks of land that Small Dripleaf should be placed on:

• Dirt
• Coarse Dirt
• Podzol
• Grass Block
• Farmland
• Rooted Dirt

Steps to reproduce:

1. Place water on the ground.
2. Try placing in a Small Dripleaf water block.

Observed results:

Small Dripleaf will not be placed.

Expected results:

Small Dripleaf will be placed on the ground (as in the Java version).
