Problem with the "View Bobbing" setting

I'm not sure if it's a bug. But I made sure to turn off "View Bobbing" but I can still see my hand moving when I don't have an item in my hand. But when I do have an Item in my hand. It doesn't move. I've had View Bobbing On before. And my Hand Never Moved.
