The axe does not remove oxidation from copper blocks

This bug report is a parity issue with Java.

Summary:

In the Java version, clicking with an axe on an oxidized copper block reverts its oxidation state to its previous state. This produces teal particles. In the bedrock, nothing happens when the ax is clicked on the oxidized copper block.

Steps to reproduce:

1. Place oxidized copper block (any stage).
2. Take the axe.
3. Click on the oxidized copper block with the ax.

Observed results:

Nothing happened.

Expected results:

Teal particles will appear and the copper block will return to its previous oxidation stage.
