Axes cannot scrape off wax from waxed copper blocks

This bug report is a parity issue with Java.

Summary:

In the Java version, waxed copper blocks can be turned into regular copper blocks by clicking on the waxed copper block with an axe (works in any state of the copper block). There is no such thing in the bedrock version.

Steps to reproduce:

1. Place the Waxed Copper Block.
2. Take the ax.e
3. Click on the wax block.

Observed results:

Nothing happened.

Expected results:

Small particles appear and the Waxed Copper Block will turn into an Unwaxed Copper Block.
