Particles do not appear at the lightning rod during a thunderstorm

This bug report is a parity issue with Java.

Summary:

In the Java version, the lightning rod emits particles during a thunderstorm (like lightning). There are no particles in the bedrock.

Steps to reproduce:

1. Place a lightning rod.
2. Wait for a thunderstorm.

Observed results:

The lightning rod will not have any particles.

Expected results:

Particles will appear (watch the video).

Notes:

The lightning rod must be in the rain (there must be no blocks above it).
