Lightning rods cannot be waterlogged

This bug report is a parity issue with Java.

Summary:

Lightning rods cannot become waterlogged. This has been fixed in snapshot 21W11A.

Steps to reproduce:

1. Place the water block.
2. Place a lightning rod in the water block.

Observed results:

The lightning rod will be placed, but the water block will disappear.

Expected results:

The lightning rod will stand in the water.
