Marketplace Purchases Aren't Updating/Stuck In Download Status

I have made purchases through the Marketplace via Xbox One Minecraft.  Upon initial purchase I am able to use these texture packs, worlds, mashups, and skins.  Approximately a week later some of these purchases are marked with an exclamation point and are listed as "Downloading" with an empty bar on the icon.  These items never update or download and become unavailable for play.  How do you correct this, or is this a case of receiving a refund for multiple packs that are no longer accessible?
