TNT submerged in water does not launch undead mobs, piglins, piglin brutes, and hoglins.

Steps to Reproduce:

1. Build this setup
   
2. Fill the dispensers with TNT
3. Spawn an undead mob in the center
4. Activate the dispensers and wait for the TNT to explode

Observed Results:
The mob is not launched into the air.

Expected Results:
The mob should be launched into the air.
