Dead bushes, vines, sculk veins, and glow lichen can still exist inside powder snow

Summary:
MCPE-111667 was fixed for all blocks except dead bushes and vines.

Steps to Reproduce:

1. Place a dead bush and vine
2. Place a powder snow block in the same space as the dead bush and vine
3. Attempt to break the powder snow block

Observed Results:
The dead bush and vine are broken instead.

Expected Results:
The dead bush and vine break as soon as the powder snow is placed.
